Dan Mooers grew up in Belfast and Augusta, Maine, and received his B.A. degree in Government and Public Administration from American University in Washington, D.C. While in college he worked in the office of United States Senator Edmund S. Muskie and served as a member of the United States Capitol Police. Following college, Dan returned to Maine and graduated from the University of Maine Law School with a J.D. degree (cum laude). Except for a period that he served as a Special Assistant for Legal Affairs to Maine's Governor Kenneth M. Curtis, Dan engaged in the private practice of law, concentrating in litigation and dispute resolution. Dan retired after receiving his 50 Year “Life Membership” in the Maine Bar Association.
In his community of South Portland, Dan served on the Green Belt Advisory Committee which established the initial plan for the development of a major park system along South Portland’s waterfront and he also served as a member of the Urban Renewal Authority and the Civil Service Commission. He is the recipient of the "City Council Award" for service to his community. Dan served as an incorporator, founding Director and Clerk of the Susan B. Curtis Foundation, as a member of the Board of Directors of the Samantha Smith Foundation, and as a director of the Downeast Chapter, National Cystic Fibrosis Foundation.
Dan has been a member of his Rotary Club of South Portland-Cape Elizabeth since 1970, and served as District Governor of District 778 in 1990-91. Between 1991 and 1994 he served as the Regional Rotary Foundation Coordinator for the northeast USA, from Ohio to Washington, DC, to Maine. He also served twice as Group Discussion Leader at Rotary International Assembly, and served as the General Chairman of RI President Cliff Dochterman’s “Salute to Rotary - World Fellowship Activities.” Elected to the Board of Directors of Rotary International in 1993, Dan served as a member of the
Board during the Rotary years of 1994-96, and, in 1995-96, he served as Chairman of the Executive Committee of the Rotary International. Following his service on the Board, he has served as a member of more that 25 RI or Rotary Foundation Committees, including the Advisory Committees to three RI Presidents. Dan also served a three year term as a member of and chair of Rotary International’s Constitution and Bylaws Committee. From 1999 to 2001 Dan served as the Aide to RI President Rick King, undertaking that position at the request of President King from the moment of his nomination in 1999. Dan also served as General Chair of RI President Wilf Wilkinson’s President Conference on Membership.
More recently Dan served ten years on a small committee of senior Rotarians responsible for the writing and publication of the 100 year history of the Rotary Foundation.
Between 1989 through 2012, Dan served as a Rotary Volunteer in projects in Nepal, India, Bangladesh, Mexico, Ghana, Togo and Vanautu, and completed other assignments in more than 25 countries. Dan also completed an extended Rotary volunteer assignment in 1997 in Novosibirsk, Siberia, Russia, working with emerging non-profit groups in Novosibirsk, Academgoradok, Barnaul and Tomsk.
Dan has received Rotary International’s highest award, the Service Above Self Award, and he also has received both of the highest awards given to Rotarians by the Trustees of The Rotary Foundation: the Foundation’s Citation for Meritorious Service and The Rotary Foundation Trustees' Distinguished Service Award. In his home State of Maine, Dan also has been recognized and honored by the State of Maine Legislature for his volunteer service.
Dan’s wife, Shirley, was the charter president of the Rotary Club of Breakwater Daybreak [South Portland-Cape Elizabeth]. They share five children and 16 grandchildren.
